SNOWCAP COAL COMPANY <br />Cameo Refuse Disposal Area No. 1 Inspection - 3`~ Quarter 2002 <br />On September 17, 2002, I performed the required quarterly visual inspection of the Cameo <br />Refuse Disposal Area No. 1 in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of earth fill <br />embankments. Nothing was observed during the inspection that would indicate the pile has a <br />potential for failure. The pile was dry. The south under drain was damp. <br />The pile has been covered with the required non-toxic material. The new cover material has <br />been seeded and mulched. The access road to the pile, which is the west extension of Haul <br />Road No. 5, remains open to accept coal and refuse material from other reclamation activities. <br />The CRDA-1 northwest collection ditch and southwest collection ditch were extended <br />approximately 525 feet and 750 feet respectively. The design of the ditches are located at <br />Volume 3, Appendix 13-2, on page CRDA1-11 & 13. The northwest collection ditch is <br />represented by Section G-G shown on Exhibit 9B. The northwest collection ditch is a <br />trapezoidal channel, with a 2-foot bottom width. Depth of the ditch is to be 18-inches fora 5% <br />slope and 13-inches fora 25% slope. The slope of this ditch does vary from approximately 5% <br />to 16% along this new 525 foot segment. <br />The southwest collection ditch is represented by Section H-H shown on Exhibit 96. The <br />southwest collection ditch is a trapezoidal channel, with a 2-foot bottom width. Depth of the <br />ditch is to be 21-inches fora 5% slope and 15-inches fora 25% slope. The slope of this ditch <br />does vary from approximately 3% on the upper end to 10% along the lower end of the new 750 <br />foot segment. The impact of the 3% grade is not considered significant. The width of the <br />channel is about 3-feet which more than compensates for the slight deviation in the design <br />grade. <br />Except as noted above the northwest and southwest collection ditches were constructed in <br />accordance with the approved plan. <br />The pile is located in a remote area well away from human habitation. A failure of the pile might <br />damage the haul road and sediment pond located below the pile.
