' Banks and Gesso LLC <br />' 1_0 Introduction <br />' Asphalt Specialties Company, Inc. (ASCI), a family owned business <br />headquartered in Adams County, is applying for a Conditional Use Permit in the <br />A-3 Zoned District to mine sand and gravel on a 52-acre parcel in unincorporated <br />' Adams County near Henderson. An previous Conditional Use Permit for sand <br />and gravel mining wa:: issued to George Speer however this has expired. <br />' ASCI wishes to use the property for the following purposes: <br />1. Sand and gravel mining and processing. <br />' 2. Construction of a slurry wall in two phases, approximately one half <br />the slurn~ wall to be built in 1 to 2 years from the start up of <br />operations and the other half within 1 to 2 years after that. <br />' 3. A ready-mix concrete batch plant. <br />4. Concrete; recycling. <br />5. Construction equipment storage and vehicle parking. <br />' 6. A maintenance facility and an office. <br />Existing buildings on the property will be used, no new buildings are planned <br />' except for the concrete' batch plant. <br />ASCf is concurrently applying for a Conditional Use Permit in Adams County to <br />' gain approval for the land uses listed above in the currently A-3 zoned property. <br />ASCI will also need the: following permits. <br />' 1. A Gravel Well Permit and Temporary Substitute Supply Plan from <br />the Division of Water Resources. <br />2. A Floodplain Development Permit from Adams County (in <br />cooperation with the Urban Drainage and Flood Control District). <br />3. Air Emissions Permit and APENS (CDPHE). <br />4. CDPS Permit and Storm Water Management Plan (CDPHE). <br />' 5. 404 Permit from U.S. Army Corps of Engineers for potential <br />wetland disturbances. <br />' All of these permits have been or will shortly be applied for. Should some of <br /> these permits not be approved by the DMG's decision date the applicant <br /> requests that the Regular 112 Permit be approved conditional upon approval of <br />' other required permits. <br /> The post mining land use will be a developed water storage reservoir for a <br />' municipality or special water district. Currently a water specific entity has not <br /> been identified. <br />t The Adams County Comprehensive Plan identifies this area as a Natural <br /> Resource Conservation Area, as are all the sand and gravel properties and <br /> <br /> Speer Mining Resource I 99035 <br /> Asphalt Specialties Company, Inc February, 2000 <br /> <br />
