Energy Fuels Coal, Inc. Southfield Mine - 2004 Annual Hydrology Report Apri15, 2005
Due to the lack of measurable surface flows, no water quality samples or monitoring data were
collected during 2004 for Second Allcali Creek. Ongoing monitoring of surface flows for Newlin,
Magpie, and Second Alkali Creeks provides for identification and evaluation of any future changes
in water quality that may result from mining and related activities. Surface water quantity and
quality monitoring results to date indicate no significant impacts to surface water as a result of
mining and related activities.
3.3.2 Loadout Area
The Loadout and adjacent areas fall within the lower portions of the Oak and Chandler Creek
drainages, both of which are tributary to the Arkansas River. Oak Creek is a perennial drainage
above the municipal well field for the Town of Rockvale. Dependent on water demand and
withdrawal levels for Rockvale, flows in Oak Creek below the well field maybe either perennial or
ephemeral. In areas adjacent to the Loadout Area, flows in both Oak and Chandler Creeks are
frequently ephemeral (refer to Section 2.04.7 of the Southfield Mining and Reclamation Plan
document for more details). EFCI monitors stream flows adjacent to the Loadout Area at stations
OC-1 (Lower Oak Creek) and OC-2 (Upper Oak Creek). EFCI also monitors any stormwater runoff
discharge from the two active sedimentation structures, Ponds L-1 and L-2, in the Loadout Area.
In the Loadout Area, the current surface water monitoring program includes the following
monitoring stations, located as shown on Figure 2, Loadout Monitoring Locations:
Station Location Designation
OC-1 E'hNE'/< Section 18 Oak Creek Down Stream
T19S, R69W
OC-2 W'/zNE%< Section 18 Oak Creek Up stream
T19S, R69W
001 W'/zNWY4 Section 17 Pond L-1 Outlet (Chandler Creek)
T19S, R69W
002 EYzNEY4 Section 19 Pond L-2 Outlet (Oak Creek)
T19S, R69W
Historic stream flow measurements for the Oak Creek sites are summarized in Table 9 Historic,
Stream flow Measurements presented in Appendix A. Flow measurements made after 1998 are
presented for all stream monitoring locations on Table 9. The precipitation during the winter 2003-
4 and spring 2004 was remained below normal such that minimal flows occurred in Oak Creek
during the spring. Flow measurements and sampling was conducted on June 13, 2004. The two
remaining sedimentation ponds did not fill to the discharge point, so there was no pond discharge
during 2004. Review of historic stream flow data for Oak Creek indicates little variance betuveen
Up stream and down stream monitoring stations but significant reductions in flows for the past 4
years as a reflection of continuing drought conditions.
6417@004 annual hyd rptdoc NWCC INC.
