In the long term, habitat can be completely restored. <br /> E) Noise <br /> i <br /> There is a certain level of noise associated and inherent to <br /> gravel pit operations. The County requirement that "Every use <br /> shall be so operated that the volume of sound inherently and re- <br /> currently generated does not exceed 60 decibels with a maximum <br /> increase of 5 decibels permitted by a maximum of 15 minutes in any <br /> one hour at any point of any boundary line of the property on <br /> which the use is located" will certainly be complied with. <br /> I discussed noise levels associated with the hot plant with Mr. <br /> Ken Nesbitt of United Sand and Gravel and Mr. Joe Dagger of <br /> Asphalt Drum Mixers, Inc. Although neither could give me specific <br /> dBa readings, both stated noise is well within any requirements. <br /> Mr. Dagger stated that there had never been a noise level request <br /> which tends to indicate the equipment operated will within accept- <br /> able levels. <br /> Regarding noise levels of existing operations, Mr. Randy <br /> Nottingham stated readings had been taken and County requirements <br /> • have always been met. <br /> In an effort to reduce noise impacts, particularly to Eagle Ranch, <br /> stockpiles have been placed to screen equipment. This practice <br /> will continue in the future. <br /> The pit will generally operate frm 8:00 AM to 5:00 PM, Monday <br /> through Friday. This is during the "busy" time of the day when <br /> this area is already impacted by traffic on U.S. Highway 6 and <br /> Interstate 70 and the airport. This gravel pit will not generally <br /> impact the quiet times of the day, ie. the early morning hours and <br /> the late evening hours. <br /> F) Visual <br /> There are negative visual impacts associated with a gravel pit <br /> operation. However, the area being utilized is not of high visual <br /> quality and is not lying in a highly visible corridor, ie. not <br /> visible from nearby towns or Interstate 70. <br /> Eagle County Planning Staff members have made several good sug- <br /> gestions to minimize visual impacts. These include consolidation <br /> of stockpiles, recontouring, planting and bank stabilization. <br /> Much will be accomplished in 1984 in this regard. <br /> Admittedly, there will still remain short term negative impacts as <br /> • the pit can not be completely screened. However these impacts will <br /> be minimized as much as practical. <br /> There will be no long term visual impacts as the mined area will be <br />
