• GENERAL STATEMENT <br /> The property proposed as a sand and vel pit lies approximately <br /> three and one-half miles east of , Colorado, north of Hiqhway <br /> 6, between the Eagle River and t ver and Rio Grande Western <br /> Railroad. The property contai acres. (See Exhibit A for <br /> the legal description and Genera Plan) . <br /> Approximately the eastern one-half of the property was permitted <br /> by Eagle County as a gravel pit in September, 1978. The entire <br /> property is zoned Resource. <br /> It has been requested by a recently submitted amendment to the <br /> Special Use Permit that the boundaries of the pit be extended to <br /> the west in order to include the entire 51. 5 acres . It has also <br /> been requested that the permit be amended to include an asphalt <br /> hot plant. This Environmental Impact Report, at the request of <br /> Eagle County, will address both the expansion of the permit area <br /> and the addition of the asphalt hot plant. <br /> EXISTING CONDITIONS <br /> The acreage as it currently exists is indicated on Exhibit B. In <br /> • general, only the center portion of the property has been mined. A <br /> portion of this mined area is used as a settling pond and for <br /> sediment storage. The eastern portion of the mined area is desiq- <br /> nated for a concrete batch plant. A crusher is now located immedi- <br /> ately east of the mined area. Several aggregate stockpiles are <br /> located between the mined area and the truck scales . A sand stock- <br /> pile is located near the entrance gate. <br /> The remaining acreage, west of the mined area, is a dry gravel <br /> terrace. This portion of the property is sparsely covered with <br /> native grasses and sage brush. Some riparian vegetation exists <br /> along the irrigation ditch. None of this property is irrigated. <br /> PROPOSED EXPANSION AND 1984 RECLAMATION <br /> The proposed expansion is discussed in detail in the recently <br /> submitted amendment to the Special Use Permit. Briefly, it is <br /> proposed that the western portion of the property, not presently <br /> permitted, be the area to be mined in the near future. Mininq <br /> operations will commence at the west end of the mined area and <br /> extend to the west. Exhibit C indicates how the entire permitted <br /> area will be utilized in the near future and indicates where certain <br /> areas will be reclaimed during 1984 . <br /> • Specifically, the permit area for the east boundary to the scales <br /> approximately 800 feet west of the entry gate, will be temporarily <br /> reclaimed - this area may be mined in the distant future. Temporary <br /> reclamation will consist of moving existing stockpiles, recontour. ina, <br />
