<br />1 <br /> <br />1 <br />1 <br /> <br /> <br /> <br /> <br /> <br />1 <br />lJ <br /> <br />Management Summary <br />1.0 Foreword <br />Southdown, Inc., a corporation doing business in the State of <br />Colorado under the name Southwestern Portland Cement Company, owns <br />and operates a cement plant and limestone quarries in unincorpor- <br />ated Boulder County near Lyons, Colorado. Southdown is proposing <br />a limestone mine near the Southwestern Portland Cement plant in an <br />area known as Dowe Flats in unincorporated Boulder County. <br />Southdown plans to develop the Dowe Flats area in stepped phases <br />over a twenty-five year period. <br />The project is not a federal undertaking as funding for the. <br />project does not involve federal monies or individual permits at <br />this point. Therefore, the project adheres to the stipulations and <br />requirements of the County of Boulder, Colorado and the State of <br />Colorado. Southdown has voluntarily met federal performance <br />standards for the project and exceeded all Colorado state and <br />Boulder county requirements. <br />The 1,911 acres involved in the Dowe Flats limestone mining <br />project is owned or controlled by Southdown See Figure 1 for <br />project location. These 1,911 acres represent a significant <br />portion of the northern part of Boulder County and this project is <br />one of the most important land use planning decisions to be made in <br />the area during the 1990s. <br />t Beginning in 1989, Southdown contracted with Burney and <br /> Associates and Western Historical Studies, Inc., to direct and <br /> undertake an identification program for significant prehistoric and <br /> historic properties at the Dowe Flats site. The surveys for <br />' prehistoric and historic resources were undertaken by Messrs. <br /> Michael Burney and Steven F. Mehls.
