We have also ordered a different type drum
for our vibrating ca~actor to improve performance. We are confident
at this time that requirements will be met based on initial testing.
We are utilizing the full refuse acreage at the present in order to
avoid exceeding maximise lift thickness prior to ca;rpaction testing,
which will be canpleted soon after lab results are obtained. Generally
speaking, the new material is weaker with respect to cohesion, but more
stable with respect to the angle of failure and unlike the previous
material, is uneffected by moisture content. Unless unexpected problems
arise, I will update our progress in the third quarter certification.
To the best of my knowledge, based upon my professional expertise, the
pennarrent refuse structures at the Deserado Mine are being constructed
in conformance with the prudent state-of-the-art of coal processing
waste bank construction. Further, the structures are being constructed
in canpliance with the approved design, as specified within Section III-20
of the approved permit docru[rents and depicted on Maps 76, 77, 82 and 83.
I certify, based upon my field observations and professional investigations,
as detailed here above, that the permanent refuse disposal structures at
Western Fuels-Utah, Inc., Deserado Mine, located in Rio Blanco County,
Colorado, are being constructed in Canpliance with the design approved as
a portion of Permit No. C-018-81, issued by the Colorado Mined Land Reclamation
Division.
~CE:s~I?(: trlll ~y j.
. ~.,
Micha:~l J. !~ieicand, P.E.
Chief Eruineer,•'Construction Manager
Colorado F:egistered P.E.
