In completing my certification, I have
conducted an inspection of the refuse sub-area 1 and 2-3 piles and construction
site.
There are no apparent points of seepage in the pile, and there is no indication
of slope failure. The surface drainage facilities were adequately maintained
and were working properly. No subdrain system is required by our permit, since
geotechnical investigation for the disposal site revealed no ground water present.
Permanent out slopes have not yet begun to be built.
We have now, to date, a total of 324,337 tons of refuse placed in sub-area 1,
and 269,041 tons placed in sub-area 2-3.
Both the topsoil and subsoil piles for those areas have been seeded and are
stable. Removal of stock piling of all organic material and topsoil prior
to disposal of refuse has been completed.
Due to an improvement in coal quality resulting fran our new Longwall operation,
we are nva able to utilize filter cake fran our preparation plant in our clean
coal product. This very fine material was previously rejected to refuse.
Consequently, the physical properties of our refuse has changed dramatically,
and we are producing less volwne of refuse material.
