~ Y~ •
Mr. pavid C. Shelton
Mr. Tom Gillis
July 20, 1981
Page 2
Plan
A drainage system will be installed in the outer region of the mine bench.
This area is adjacent to the double red line shown on Attachment I.
The drainage system wi1.1 be a trench design filled with mar.eria.l that
would allow drainage of the mine bench area around the mine bench outslope.
The material used to fill the trench will provide a stable surface to allow
safe movement of mobile vehicles over the drain area. The routed water run-
off will be properly connected into the drainage system.
The northern portion of the trench drainage will tie into the LO inch
drain pipe that exists on the north edge of tl~e permit area. The southern
portion of the trench drainage will tie into the existing ditch. These
features can be seen on the sedimentaCion pond drawing included in the February
1981 mining and reclamation plan application now being reviewed. The general
location of the drain system is shown as a green line on Attachment I. Tlie
break in the line indicates that the drain may not be continuous due to
anticipated difficulty keeping the drain clean enough to be effective close
to the primary coal storage and loading location.
A final design will have drainage Co the nort}i of this break be to the
existing i0 inch pipeline and drainage to the south be to the. ditch system.
Timin
1. The mine sigh[ will be operational less than five years unless
additional coal property is obtained. Final site reclamation is
then essentially within the five year plan. If the mine did
acquire property and increase its expected life, IJestern would
envision several improvements on the surface facility site.
2. To avoid stabilization failure of the mine bench outslope in
next springs run-off, it is agreed that construction on the
drainage system will be completed by February 1, 1982.
3. To ensure proper design, it is agreed chat design work including
drain size calculations, material FpCCLf1CaCL0115, and proper
drawings wi1.1 he completed and submitCed to the Mined Land
Reclamation Board within ninety days.
Yours very truly,
~ ^ --_-
William S.
