Since the related violation occurred before Western Associated <br />Coal became involved in the property, the history of tine stabilization <br />problem figs been reviewed. <br />Background <br />Phone discussions gave a consistent analysis of the problems. Mr. Jim <br />Herron, who issued the violation, stated that he has observed the same <br />condition for three years. 'That condition is a yearly slump of the outer <br />edge of the mine bench area. Mr. Ames Scroggs, a Blue Ribbon Mine employee <br />with the responsibility of outside maintenance, stated that the slumping is <br />a real problem and feels the instability is primarily caused by improper <br />drainage. The slumping is a cyclic water related problem associated with <br />spring run-off, In other seasons stability of rile downslope is maintained. <br />Mr. Sob Asher, the Blue Ribbon Afine Superintendent prior to lJestern purchasing <br />the mine, also concludes the lack of stability in the bank is related to <br />spring run-off. <br />Location <br />A copy of an aerial photograph will serve to demonstrate this. Attachment <br />I in red outlines our interpretation of the area defined by the outslope of <br />the mine bench and area below per Violation 81-18. The double red-lined <br />portion indicates rile outer edge of the mine bench whlc}~ is the critical area <br />related to stability. <br />
