Ms. Christine Johnston <br />Mountain Coal Company <br />Page 7 <br />August 23, 1996 <br />28. Exhibits 2 and 3 have been removed and are missing from the Divisions copy <br />of the 1993 AHR. If available, please enclose additional copies of these <br />exhibits. <br />Water Year 1994 <br />The Division has the following specific comments regarding the 1994 AHR. <br />1. On page 1 under Executive Summary, it states that well SOM-C-72-H was <br />undermined and on page ]2, Table 1.4-2 shows that this well was lost. <br />However, Table H-1 shows collection of data through September 1994 which <br />completes the 1994 Water Year. Please clarify when the well was lost and <br />what impact this had on the WY 1994 sampling. If appropriate, provide <br />revised report pages. <br />2. Please clarify the last sentence of the second paragraph on page 4. It appears <br />that more than two months of flow data were not collected at the Sylvester <br />Gulch station. Flow data for Sylvester Gulch was interrupted by a submerged <br />gauge again in 1994 as in 1993. In 1994, data were not collected for the peak <br />flow period. 1s there a remedy for this situation such as relocating the gauge. <br />Please clarify how this can be rapidly mitigated to avoid the loss of required <br />monitoring data. <br />3. As previously stated for both WY ]993 and WY 1994 the baseline flow data <br />for North Fork Upper and North Fork Lower stations are not provided in the <br />report. As stated on page 4 of the 1994 AHR, Appendix C provides the <br />continuous recorder data for the North Fork Upper station Table E-1. Since <br />these data are available, they should be tabulated in Tables D-1 and Table E- <br />1. Please provide the baseline data for the Upper and Lower North Fork <br />stations on revised report pages for Tables D-1 and Table E-1. The Division <br />recommends that flow measurements at the North Fork Lower station be <br />added to the water quality monitoring program in order to assess cumulative <br />water quantity impacts to the North Fork Gunnison River that could <br />potentially result from mining activities at the West Elk Mine. <br />4. The following analytical data are missing from the surface water quality data <br />in Appendix D, Table D-1. <br />• Turbidity vas not provided for Sylvester Gulch field parameters <br />and pH, specific conductance, TDS, TSS, Fe, and Mn are <br />
