Box 178 <br />Oak Creek, CO 80467 <br />RE: Edna Mine Annual Hydrology and Wildlife Monitoring Report <br />File No. C-001-80 <br />Dear Mr. Crowner: <br />The Division has completed its review of the above-referenced annual report. <br />I apologize for the length of time taken to complete this review. A copy of <br />the wildlife portion of this report was sent to the Division of Wildlife. No <br />comments have been received; however, if any comments are received they will <br />be forwarded to you. <br />P ~ M incorporated format change suggestions made as part of the mid-term <br />permit review in the hydrology portion. This has made the report easier to <br />review and more useful to the Division and P & M. The format was good and <br />should be followed for all future annual hydrology reports. <br />I have the following questions on the data presented which P & M needs to <br />address. <br />A. HYDROLOGY <br />1. The usefulness of the quality data presented is extremely limited. <br />Quality data must be quantified with flow data in order to evaluate <br />dilution effects as compared to previous years. High flows in the <br />spring of 1984 destroyed all but the upstream continuous recorder <br />site on Trout Creek. The August 1984 inspection report noted that <br />this site was still functioning; however, it was understood that the <br />streambed had changed enough so that the location was not ideal. Is <br />flow data available for this site? In the future, if continuous flow <br />measurements are not being recorded then P & M must commit to taking <br />an instantaneous flow measurement at the time of water quality <br />sampling. <br />2. Page 2 of the report details that instantaneous streamflow is <br />recorded on Trout Creek below the mine (TR-b) and an Oak Creek near <br />the Edna Mine tipple (OK-a). No such data was found in the report <br />nor an explanation of how this instantaneous measurement was <br />obtained.
