V `I~V 1 <br />Claire Semmer <br />- 3 - December 29, 1986 <br />Submit a proposal for an annual spring and seep monitoring plan at the <br />Fish Creek Tipple. Monitoring should take place in April and springs <br />with flows greater than 35 gpm in April should have field parameters and <br />flow monitored monthly during peak-runoff and quarterly hereafter. <br />Semi-annual full suite monitoring should be done on th se springs. The <br />plan should commit to the update of Map No. 58 identifying spoils spring <br />locations and elevations of springs being monitored year-round following <br />the annual spring and seep survey. This should be submitted in the <br />annual hydrologic report. <br />5. Please describe the contents of the annual hydrologic report 1n the <br />narrative accompanying the hydrologic monitoring plan proposal. The <br />Division expects that the annual report will address the water quality <br />impacts described in Rule 4.05.13 and the issues discussed in the <br />coPFespondence between Ms. Begej and Mr. Larry Damrau on March 7, 1986. <br />A cumulative compilation of the analytical results is not sufficient, as <br />suggested on revised page 2.05-84(a)'; the Division is interested in <br />interpretaion of the dataC <br />6. The Division would like to receive annual hydrologic reports (AHRs) on a <br />staggered basis during the period from January 1 to March 15. This <br />permits the Division to distribute the work load over several months and <br />ensure evaluation prior to the peak flow period and field season. <br />Currently, Permit No. C-82-056 has committed to submitting an AHR on or <br />before February 28, 1986. Technical Revision No. 1, for Permit No. <br />C-81-036 proposes to submit the AHR on or before March 31, as does <br />Technical Revision No. 8, for Permit No. C-81-071. Please evaluate the <br />amount of work required to produce a quality AHR for each permit and <br />space the submittal dates accordingly. <br />Yampa Valley Coal Corporation has submitted technical revisions to revise <br />the monitoring plans for Permit C-8062, and C-8]-036. The Division <br />sent out adequacy comments on these Rs on December 10, 1986, December <br />22, 1986, and December 29, 1986, respectively. It seems that it would be <br />worthwhile to arrange a meeting to discuss these three plans during the <br />first week of January.
