Following are Minrec's responses to the Division's
comments:
Section I:
1. The quality measurements for Hubbard Creek are sampled at the
locations identified on Exhibit Z - Monitoring Location Map.
The information regarding surface monitoring points presented
on Exhibit P is outdated. The flow for Hubbard Creek is
estimated at the 9-foot culvert because it is a convenient
location. The 9-foot diameter culvert is a practical location
to measure the velocity of flow through a regular channel.
The last sentence of flow methods in the annual hydrologic
report is incorrect. The sentence should state "The flow from
the bench underdrains is determined by timing flow into a
container of known size". This sentence will be corrected in
future annual hydrologic reports.
2. A single flow measurement is taken for Hubbard Creek to
estimate the flow in the creek. The flow measurement is
applicable to both the upstream and downstream monitoring
stations. Obviously, there is no attempt to determine if the
mine is depleting the flow in Hubbard Creek. However, a
single flow measurement does provide the information necessary
to estimate the impact a sediment pond or other mine related
discharge would have on the quality of the flow in the creek.
