During this quarter, we visited the project site on October 7, 2004 to test <br />the compaction of the waste coal materials being placed and compacted in Areas 2 and 2%z. We also visited <br />the project site on December 21, 2004 to provide our quarterly inspection observations. <br />At the time of our site visit on October 7, 2004, we took three (3) compaction tests (#289 to #291) across <br />Area 2% of the refuse pile and four (4) compaction tests (#292 to #295) across Area 2. All of the tests <br />taken met the minimum compaction requirement of 90% of the maximum standard Proctor density. <br />Copies of the compaction test results and the daily field report are attached. It should be noted that the <br />abbreviations given in the Nucleaz Density Test Results (Proctor Data) aze as follows: Maximum DD = <br />Maximum Dry Density and OMC =Optimum Moisture Content. Both of these values have been <br />determined in accordance with ASTM D698/AASHTO T99. <br />At the time of our site ~2sit on December 21, 2004 we completed a site inspection of the pile. Based on our <br />observations made during this ~risit, it appeazed that the contractor was stockpiling the refuse coal in Areas <br />1 and 2%z. <br />At the time of our visit, we did not observe any signs of instability, structural weakness or hazazdous <br />conditions at the pile. However, it should be noted that the site was covered with approximately 3 to 12 <br />inches of snow at the time of our site visit, which limited our observations. <br />As suggested, the water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 <br />were measured during this quarter on a monthly basis.
