<br />' Part 1 <br />' GENERAL <br />Introduction. On April 23, 1982 the Town-County Coordinator of <br />t Silve-` rton-San Juan County requested a proposal for develo~~ment <br />of a management and operating plan for a sanitary landfil: to be <br />located on Standard Metals tailings pond number 3 in San .Juan <br />County, Colorado. <br />' On May 18, 1982, the Town-County Coordinator contacted Ut~a Engineering <br />and Surveying Company for preparation of theā¢Plan. A date=_ of May 25 <br />t was set for starting the work. On May 25, Ute engineers +arrived on <br />site and determined that the water must be drained from tl~e pond prior <br />to making an evaluation for use as a landfill. Work was begun on <br />draining the pond by Mr. Bill Dotterrer using the existin~3 decant <br />' tube. Ute monitored the existing wells for water depth. All work <br />was put on hold until the water level is down. <br />' On June 1, Ute contacted Mr. Bill Dotterrer. He stated the water <br />level is being slowly lowered and that we should be able 'to get onto <br />the site soon. <br />' On June 7, Ute engineers visited the site. The water was not <br />completely drained, and the area of slimes appeared to be greater <br />than anticipated. The ground was too soft to walk on. It was <br />' decided to wait until the area drained more and the surface dried <br />some. <br />On June 29 and 30, Ute engineers visited the landfill sit=_. The <br />pond was entirely pulled down with no standing water except in one <br />small area south of the decant tube. The slimes appeared extensive, <br />about 200 feet in diameter, surrounded by well drained sand. Further <br />investigation will be required as soon as the material drays sufficiently. <br />On July 15, 1982, Ute engineers, in the company of Tim Sarmo, Bill <br />' Dotterrer and Clay Brown performed test hole excavation of the land- <br />fill site with a backhoe. The results were sufficiently encouraging <br />to authorize Ute to proceed with preparation of the management and <br />' operation plan for use of the site. <br />Background. The landfill presently in use by Silverton and San Juan <br />' County is located 2,200 feet westerly of the proposed site. The <br />original site was put into use in 1966 in accordance with an <br />agreement between Silverton and the Bureau of Land Danagement executed <br />on March 23, 1966. On March 23, 1976, the ten year lease expired and <br />' the Town and County prepared a management and operation plan for <br />continued use of the site. <br /> <br />lJ <br />' -1- <br />
