<br />' Part 4 <br />' OPERATING PLAN <br />' Equipment. Equipment available for use includes all equiF~ment <br />presently owned by the Town of Silverton that would be rec,uired <br />to accomplish necessary work. At present, the only item of <br />equipment designated solely for operation and maintenance of the <br />' landfill is a D-6 Caterpillar Crawler Dozer. This tractoz is <br />stationed at the landfill and is used to compact wastes, and to <br />move and compact soil needed to cover the wastes. <br />Maintenance of equipment is performed by Town personnel on the <br />site or in the Town's garage as necessary, Backup equipment <br />includes an Allis Chalmer HD 11 crawler dozer owned by the Town. <br />' If needed, it can be transported to the landfill site in less <br />than one hour. <br />' Operator safety accessories on the D-6 include a full cab enclosure <br />with windows all around for good visibility. In accordance with <br />OSHA Federal Register Construction Standards, any equipment older <br />' than July 1, 1969 does not have to comply with roll over or back up <br />alarm requirements. A first aid kit and fire extinguisher will be <br />maintained on the tractor. <br />User safety equipment will consist of directional signs and back <br />up blocks at the working face. The back up blocks will consist of <br />anchored logs, railroad ties or telephone poles. <br />' Fire control equipment will consist of fire extinguishers Located <br />on the tractor and in the operators vehicle. Fires that need to be <br />' contained or controlled that exceed the capacity of fire e:Ktinauishers <br />will be handled by the Fire Department located less than t~NO miles <br />from the site. Daily rain showers usually keep the hazard potential <br />i ' of fires in the landfill site to a very low degree, <br />Schedule of Operation. The landfill will have specific hours of <br />operation. During ~e hours that it is open, it will have a full <br />' time operator available on the site. Control to the site ._s <br />regulated by means of a cable used to block the access road. Access <br />to the site by means other than the access road does not e;cist for <br />' practical purposes. <br />No means of weighing vehicles is available. The operator will be <br />' provided with a form to be used for recording the number o1` vehicles, <br />type of vehicles, and estimated volume of wastes that are delivered <br />to the site during each day of operation. Volumes of wastes <br />delivered to the site can be obtained by measuring the dimensions of <br />the trench and calculating the volume. These measurements can be <br />made at monthly intervals and can be correlated to the opez~ator's <br />daily forms. No scales will be installed at this landfill site. <br />' -26- <br />
