Each cell
will be composed of the wastes that are delivered and compacted
during each day of operation. Sizes of the cells will certainly
vary and operation of the site must be flexible.
Lifts will be made of completed cells in the base of the trench.
Thicknesses of lifts will vary just as the size of the cell will vary.
Successive lifts will be used to completely fill the excavated trench
and the remaining volume required to reach an elevation equal to
the top of the access road,
Soil cover for each cell and lift will be obtained from the trench
by excavating the trench in a southwesterly direction. The finished
elevation of each filled trench will be slightly lower than the
access road elevation to permit overall drainage from the site into
the tailings pond and through the decant tube.' Soil cover for
enclosing each cell will be placed in such a manner that the ratio
of soil cover to the wastes enclosed will be about 1 to 4 by volume.
The trench method may result in a deficiency of soil cover material
required to cover the volume of wastes. No excess soil will be
generated during operation of the site. When cover material is
lacking, material may be obtained from other tailings ponds near
the site.
Width and Workin Face. The working face in a landfill is that area
t at inc u es t e ce or lift presently under construction and the
specific length of trench where dumping of wastes into the trench
occurs. In order to confine the wastes to a specific location and
minimize wind blown debris and unnecessary work, the working face in
the excavated trench will be no more than 16 to 20 feet wide. The
dumping area at the top of the trench will correspond in length to
the width of the working face in the trench.
Protective Measures. Surface water, including interception of runoff
in t e area occurring after the spring melt, will be intercepted
with an interceptor ditch located as shown on the Development Plan
drawings. No special protective measures will be required to protect
the interceptor ditch. Water picked up in the ditch will be conveyed
around the landfill areas and into the decant tube on the west side
of the tailings pond. All flows from the decant tube are conveyed
to a series of holding ponds southeast of the landfill site.
' Gas movement will not be controlled. We do not anticipate formation
of gas in any quantity due to the lack of substantial quantities of
putrescible materials. Any gas that forms will gradually dissipate
' through the soil which is permeable enough to prevent pressure
buildups.

L~
' -20-
