<br />' Part 3 <br />DEVELOPMENT PLAN <br />Rationale for Proposed Land Use. The fundamental reason this <br />particular site has been se ected is because it has been in use <br />as a tailings pond for possibly 60 years. Supporting this <br />' reasoning are the facts that: (a) the site is not yet reclaimed <br />from a tailings pond; (b) The public accepts the site; <br />(c) there is no usage of adjacent lands or proposed development <br />' in the area that conflicts with use of the site as a landfill; <br />(d) the site is accessable on a year round basis; (e) the <br />haul distance from the population center is, short (1'~ milers); <br />' (f) cover material is available; (g) the geology is conducive <br />to operation of a landfill; and (h) there are no zoning <br />restrictions preventing use of the site. <br />' No detailed land use plans have been completed to date, however, <br />a Land Use Inventory has been completed as discussed in Part 1 <br />of this Plan, and shows no conflict with using the site as a <br />' landfill. <br />Proposed Landfill Method. The engineer recommends that the trench <br />met o e use wit ai y cells constructed in the trench. To use <br />' t is method, the irs trenc wo e e a ong the <br />southeast side of the site with an initial depth of about 8 feet, <br />a bottom width of 25 feet, and 1 to 1 side slopes. The trench, <br />' Trench 1 shown on the Initial and Ultimate Development Plans <br />would begin near the northeast end of the site. Material <br />obtained in the initial excavation of the trench would be placed <br />' at the end of the trench as shown to construct a backing and <br />turning area, and as necessary to permit construction as shown on <br />the Initial Development Plan. <br />' Cells in the trench would be constructed as shown in the drawing <br />labled Trench Construction Details. Daily cover material and <br />final cover material would be obtained by extending the trench <br />' southward. Surplus material would be spread south of the completed <br />trench. If additional cover material is required, it will be <br />obtained from the southwest corner of the site. <br /> <br /> <br /> <br />1 <br />1 <br /> <br />The operating face will be located on the north end of the trench. <br />Refuse will be discharged into the trench at the operating face. <br />A D-6 Caterpillar Crawler Dozer will then move the refuse into a <br />cell, compact it as tightly as possible by spreading the material <br />in thin layers of about 1 foot in thickness, then running the <br />tractor back and forth over the waste layer up to five (5) times. <br />At the end of the day the refuse will be covered. Cells will be <br />constructed across the trench until a lift is completed. Successive <br />lifts will be completed until the trench is filled to the final grade <br />line, the final grade line proposed will be very nearly that grade <br />shown on the Ultimate Development Plan, at or near the elevation <br />of the access road. <br />-18- <br />
