Mr. ~im Stark
© DIV1J10# afMJlJeralf d~'Geolagy
February 25, 2003
Page 3
Previously xevegetated areas are shown on Map 1, Reclamation Map. Previously revegetated aeeas
on the refuse pile and in the Loadout Area show effective establishment, although annual growth
was limited due to drough[ conditions. Existing vegetation appears to be providing effective
erosion control.
No revegetation monitoring was conducted during the reporting report.
3.0 ROADS AND FACILITIES
EFCI has received DMG approval to retain an existing utility building and associated entrance
road and parking area, the former truck tunnel, the former refuse pile haul road, the light-use road
to the former Newfin Creek topsoil pile, the Magpie Creek permanent diversion, and the Monarch
Fan road, as permanent postmining structures to support the approved postmining land use. In
order to address surface landowner issues, there is good potential that the utility building will be
removed. In conjunction with final site reclamation work, all remaining roads were graded and
maintained during 2002. Future road maintenance requirements will be dependent on climatic
conditions and use levels and will be based on roadsnspections.
A.0 DRAINAGE AND SEDIMENT CONTROL
Sedimentation Ponds 1, 2, and 3 in the Mine Area were removed and xedaimed in conjunction
with final site reclamation activities. Ponds 4 and 5 remain in the Mine Area to provide ongoing
drainage and sediment control through the reclamation liability period. Minor work was
completed on the permanent Magpie Creek diversion in conjunction with final site reclamation
activities. Minor filling and grading of a segment of the permanent refuse pile collection ditch was
completed to assure positive drainage. Future drainage and sediment control activities will be
limited to periodic inspection and repair and cleanout (as required) of drainage structures and
repair of any areas where excessive rifling or gullying may become a problem.
5.0 WEED CONTROL AND OTHER SITE MANAGEMENT ACTIVITIES
To date, noxious weed infestations have not been a problem on any of the disturbed or reclaimed
areas. EFCI will continue to inspect these aeeas and will implement any necessary weed control
measures consistent with management plans in the approved DMG Permit.
6.0 BOND RELEASE STATUS
EFCI applied for and obtained Phase I Bond Release for the reclaimed Loadout Area in 1998. A
Phase I Bond Release and Bond Reduction application for the reclaimed Mine Area was filed with
the DMG in early October 2002. Two bond release inspections were conducted on November
13~h and November 26'", 2003. Approval of the bond release application is cuxrendy pending, with
a determination anticipated in eazly 2003.
7.0 TOTAL DISTURBANCE AND RECLAMATION SUMMARY
The following table summarizes total disturbance and current reclamation scams for the Southfield
Mine and Loadout areas.
