2. Critical Elements No impacts are anticipated to the following resources: Air Quality, ACEC's, Cuflural or Historic Values, Prime or Unique Farmlands, Native American Religious Concerns, T&E Plants and Animals, Hazardous/Solid Wastes, Wetlands, Wild and Scenic Rivers, Wilderness Values, Wildlife, Floodplains, Riparian areas and Water Quality. 3. Unavoidable Adverse Impacts There are no unavoidable adverse impacts. 4. Short-Term Uses vs. Lona-Term Productivity There will be a short-term loss of vegetation and wildl'rfe and range habitat but with reclamation the vegetative condition of the site may be improved. 5. Irreversible or Irretrievable Commitment of Resources The irreversible and irretrievable commdment of resources is the removal of the uranium mineral resource. 6. Cumulative Impacts The impacts of the proposed action contributes to the surface disturbance that is present from past exploration and mining activity in the area. The disturbance resulting from mining will be reclaimed as required by BLM, DOE and CDMG mine permits. Therefore, there will be no significant cumulative impacts resuling from the proposed action. B. No Action Alternative Nolmpads V. Mitigatino Measures and Residual Impacts The following mitigation measure will be required to insure no significant impacts will occur. For any new disturbances not within the footprint of the existing disturbances (except for structures), a plan of operations amendment must be filed and approval gained from this office. BLM will be not'rfied of any changes to the mine permits through plan amendments. Not'rfy BLN when reclamation starts. Guttural resource and Threatened and Endangered Species inventories by BLM are required prior to any surface disturbance outside of existing disturbance. Structures will be inventoried by BLM to determine 'rf there is any cuRural sign'rficance. BLM will recommend if any structures should be saved. All structures will be removed unless spec'rfically authorized by the BLM to protect cuRural and historic values. The operator/claimant will continue to comply with 43 CFR 3815.2, 3715.2-1 and 3715.5. Use or occupancy of the land is limited to that which is reasonably incident. The C-JD-6 permit states that the BLM recommended seedmix will be used for reclamation. This should also apply to the Mineral Joe permit as well.
