The area is located within the Uravan Mineral Belt and has been <br />impacted by mining for the last 50 years. <br />There is no occupancy of the structures other than that which is required for mining purposes. <br />All structures are used for purposes that are reasonably incident to mining and are presently <br />empty. The structures located on the claims are as follows (see Map 1 and 2 for locations): <br />Mineral Joe No. 2 mine adk(s), possibly a structure <br />Mineral Joe No. 9 six structures (two may be located on C-JD-5), vent hole <br />Mineral Joe No. 12 four structures, vent shaft <br />Mineral Joe No. 14 one structure, vent shale overlap from MJ 12 <br />Mineral Joe No. 15 to 19 office, shop, Duggan adk, rail, equipment, crib, powder <br /> magazine, trailer, waste dumps, power substation, etc. <br />All Mineral Joe claims roads, drill holes, powerlines <br />C-JD-6 roads, drill holes, waste dump <br />The BLM authorized a R/W COC-23843 to DOE for one of the waste dumps in 1976 and k <br />expired in 6/96. The R/VV is incorporated into this Plan of Operations. <br />The Mineral Joe Mining Claims are located within the Atomic Energy Commission Withdrawal, <br />PLO 459 and managed by the DOE. This withdrawal closed the area to mineral location under <br />the Mining Law of 1872, however, the some of the Mineral Joe mining claims were excluded <br />from uranium leasing because they were determined to be valid claims with grand(athered <br />rights. <br />The following H/IMs are within the report area and are shown on Map 3: <br />C-38375 - an aerial powerline which is 35 feet wide, granted to San Miguel Power <br />Association <br />C-23834 -waste dump for C-JD~ granted to DOE <br />C-42672 - a 50-foot road granted to Montrose County <br />C-29789 -power transmission line <br />IV <br />The area is routinely inspected by Cotter Corporation, DOE, CDMG and the BLM as needed. <br />Environmental Impacts <br />A. Proposed Action <br />Approximately 16 acres of surface disturbance on public lands have occurred as a result <br />of mining activity. <br />Vegetation will be removed for the I'rfe of the operation akhough some natural <br />revegetation is presently occurring. <br />Erosion of roads and dumps is causing some minor dust and runoff even with erosion <br />control measures. <br />Additional impacts will occur when operations resume <br />
