I, Larry M. Reschke, P. E. , continued to be
project engineer for this quarter of construction and Jim Stover, P. E. of Powderhorn
Coal Company continued to assist in the inspection of the project.
During the quarter the following phases of constriction took place: placement
of coal waste, placement of colluvial materiel, and the installation of underdrains.
The placement of coal waste was the primary activity during this period with
• 47,000 tons of material being placed. The average elevation of the bench rose 60'
during the quarter. Winter weather prevented work on 17 days and slowed work
on several other days. The data sheets for the 52 compaction tests taken during
the month are attached. Test # 107 failed 2-7-BS for which additional compaction
was done but no follow up test was done. Test # 145 failed 3-26-85 and was
retaken after further compaction by test # 147. One problem that was encountered
during the quarter was that West Elk Coal Company was shipping from a pile that
was too wet for direct placement in the bench. Careful scheduling was done with
West Elk to regulate the amount of wet material shipped among the dryer material
for proper mixing. The material being shipped also had a variation in the coal
content requiring Proctor adjustments on part of the tests. These adjustments were
made from a visual inspection of the material. Diagram 2 shows the limits of
