<br />' San Luu Projat -Phase fI Raise (Expansion Construe[ion $IaN9 Report <br />1.0 INTRODUCTION <br />This report has been prepared to document the construction progress and field engineering <br />decisions associated with Battle Mountain Resources, Ines (BMRI's) San Luis Mine, Tailings <br />Disposal Area, Phase II Raise 1 expansion to date. The document also presents an evaluation <br />of current and future conditions at the disposal area based on the field engineering changes <br />which have occurred during the construction activities. <br />' Section 7.0 of the Earthwork Technical Specifications presented in Appendix F of the Phase II <br />Raise 1 Design Report required preparation of a final Certification Report which documents <br />' construction activities, field and laboratory test results, construction problems and resolutions, <br />modifications to the construction drawings and specifications and construction quality control. <br />' This final report would be certified by a Colorado registered professional engineer and would <br />be submitted to the Division of Minerals and Geology (Division) for review. BMRI will be <br />submitting the final Certification Report upon completion of construction, however, to provide <br />the Division with information on conswction activities to date this report has been issued as an <br />interim document. <br />This interim document has been prepared primarily in response to issues raised by the Division <br />' in a meeting held on October 8, 1993 regarding field engineering decisions which have been <br />made by BMRI and their design engineer, Steffen Robertson and Kirsten (iJ.S.), Inc. (SRK), <br />' and have resulted in utilization of materials with specifications which the Division believes <br />deviate from the specifications set forth in the Phase II Raise 1 Design Report dated July 13, <br />1993. <br />' The Division indicated that it believes that the materials used in the construction of the <br />' embankment raise and the disposal azea expansion drainage blanket do not meet the <br />specifications and that these deviations may alter the intended performance of the disposal area. <br />' The Division suggests that the primary impacts will be the ability of the tailings to drain and <br />dewater thereby compromising the expansion area tailings disposal in general artd the ability to <br />construct the Phase 2 Raise using upstream methodologies in particular. The key issues include <br />' dewatering, head on the liner, and seepage rates through the liner. <br />' This report presents, in sequence, a description of the construction progress to date, a discussion <br />of [he modifications to the specifications and details of the plans which have been implemented, <br />' October, 1993 t SRK Ptojat No. 14725 <br />
