01/24/97 FRI 10:19 FAb 300 7820J90 ~PHE/WGCD
Phone Call Log for Bypass/Upset Reporting
Water Quality Control Division
Permits and Enforcement Section
Entity: Mountain Coal Company -West Elk Mine
Permit No.: CO-0036776 Persons Reporting: Christine Johnston and
Paige Seville
County: Gunnison Phone No.. (970)929-2215!/(303)293-7913
Start Date of Potential Upset: Mon., 20 Jan. 97 Bypass/Upset Duration: Not yet known.
Date 8 Time of Update: 22 Jan. 97, 4:20 p.m., Has this happened before: Yes
via conference call
Probable Cause: See phone report for 9:00 a.m., 21 Jan. 97.
Written Report to Follow: Yes
Comments: Johnston reported that MCC was curremily pumping 1100 gpm of mine water to
the surface. The south cell of pond MB-1 was filled and MCC had opened the gate to start
filling the north cell. Most of the water was going to the NW internal sump seal area via two
6" lines.
Operationally, MCC has decided to leave enough room in MB-1 for a storm event, will treat
MB-1 while filling MB-2R, and collect pre-discharge samples. MCC will manage MB-2R in
the same manner.
MCC is considering discharging from their permitted fresh water pond discharge point to
attempt to minimize the impacts of any noncompliant effluent discharges on the Nonh Fork of
the Gunnison River. Such a discharge is at MCC's discretion, as long as it conforms with
permit conditions.
The WQCD clarified that it did not approve of a bypass that would not meet effluent
limitations.
Recorded by: Kathleen Sullivan ,
Date: January 24, 1997
004
co- Dwain Watson, District Engineer, Field Support Section
David Berry/Mike Boulay, DMG
Original to MS-3 File
