• Six NPDFS discharge monitoring points exist at COVCC (see Map No.'s 4-1, 8-lA,
arr] 8-3). All six points were monitored in accordance with permit requirements
during periods of discharge. 'Three of the six dicrhame poirrts experienced
discharge during 1993. Point 001, oansistirg of effluent from a wastewater
treatment facility, di_GCh~irged continuously thrax~out the year. Points 002 arcs
006, sediment ponds below the Fast mine facilities and at the West mine
restively, experienced intermittent discharges throughout the year. In the
data summaries following this narrative, copies of the cover letters and II7R
forms provided to the Colorado Departrrent of Health (CI)OH) and FYivironmental
Protection Agency are provided for those outfalls which discharged during the
year. 'The DtR2 forms summarize the discharge events.
• A total of eight NPDFS permit limitation exceedences were recorded and reported
throughout the year. Six exceedences were attributed to Point 001 and were
related to chlorinator malfunctions (3) and BOD m;n;imim % removal criteria (3).
Chlorinator repairs were affected in a timely fashion and a request to waive the
Bpp m;n;mm, % removal criteria was submitted to the CDOH during the first quarter
of 1994. BOD influent loadings at the wastewater treatment plant at ~VCC are
extremely low as the majority of influent consists of shower water. 4Yte 85%
mirtinnmi removal criteria, added as a permit requirement during the last quarter
of 1993, proved difficult to meet on a consistent basis. At no time during 1993
was the maximum BOD effluent limitation exceeded. However, on several occasions,
the 85% minimum removal criteria was not met. ~VCC has not to date received a
response regarding the waiver request sukmitted to CDOH and will continue to
strive to maintain ccmg~liance with this r~~irement until notified otherwise.
CJ
?he rena;n;m two 1993 exoeedenoes are attributable to outfall 006, the West mine
4
