Replacing each exposed acre of <br />water with 2.5 acre feet of consumptive use water will mitigate for the evaporative losses. <br />C. Mitigation Plan Detail <br />Both phases of wetland mitigation are designed to replace disturbed wet meadow and seep areas. <br />The plan establishes guidelines for providing a suitable soil medium, establishment of well- <br />rooted plant materials and adequate hydrologic support for each specific wetland habitat. The key <br />feature of mitigation is to produce diverse and self-sustaining vegetation whose composition and <br />function are equivalent to existing characteristics (Table 4). <br />Planting will occur within the growing season (May through August). All plant material will be <br />placed in 6 to 8 inches of topsoil. Where planting azeas abut to open water, topsoil will be <br />underlain by 10 to 12 inches of compacted sub-grade or structural fill. <br />Vegetation <br />Dominant species to be planted are willow, sedges, rushes, hydric grasses and emergents <br />(Table 3). Planting will be accomplished in groupings that accomplish required densities <br />equal to individual plants on specified centers, as follows: <br />• herbaceous plants-1.5 OC (on center) <br />• small shrubs-4-6' OC <br />• large shrubs-6-10' OC <br />Sections 16, 17 and 9, Township 2 South, Range 67 West, Latitude 39° 53' 15", Longitude 104° 53' S0", 16 <br />UTM `08J0'"E, °'14800'°N, Permanent Disturbance = 24.1 acres <br />
