ALBERT FRET AND SONS, INC. <br />WORTHING SUBDIVISION <br />CASE # SS76-ZP <br />On the east side of Brighton Road the land is zoned A-3. There <br />are approximately seven occupied houses within a one-half mile <br />radius of the subject property. Also, within a one-half mile <br />radius are: a construction yard, a regional park, three active <br />mining operations and two completed gravel mines. Additionally <br />E-470 will be built along the north side of the mine. <br />3. NEED FOR THE PROPOSED USE. <br />The need to for gravel in the metro area is well documented. <br />In addition, the use of the shale and sandy clay material cur- <br />rently underwater would benefit MKK Constructors in construction <br />of the SH 85 interchange and the portion of E-470 between Nome <br />Street and South Platte River. Construction on this stretch of <br />roadway and the interchange will require importing a significant <br />amount of material if it cannot be removed from this site. This <br />would increase the traffic in the area on existing public roads <br />as the material is hauled to the construction area. <br />The need for water storage reservoirs is supported by the <br />number of municipalities that are looking for places to store <br />water until it is needed by local citizens. Mining operations <br />are having to mitigate evaporative losses from exposed ground <br />water lakes and have a need to store water to use for this <br />mitigation. The intended reclamation will keep the property <br />consistent with what was originally approved and developing it as <br />a private water storage reservoir will still leave the area as a <br />private open space area along the river. <br />4. ITS AFFECT UPON THE IMMEDIATE AREA. <br />The neighborhood is one that is sparsely populated. The <br />facility does not have a discordant effect at this time. The <br />affect on the immediate area has not been drastic and in no case <br />will it be out of character for the area or surrounding uses. <br />The site is located below surrounding properties and this tends <br />to shield surrounding properties from the mining activities. In <br />our research of surrounding wells we have determined that the <br />dewatering will have no affect on wells surrounding the site. <br />Only three surface wells exist within 600 feet of the lake area, <br />these wells are in the E-470 ROW and will be abandoned and <br />plugged by the end of the year. Additional information can be <br />found in the water analysis we prepared for the Mined Land <br />Reclamation Board that is part of this request. <br />5. !TS EFFECT ON THE FUTURE DEVELOPMENT OF THE AREA. <br />Eventually the area west of Brighton Road will be developed <br />for various forms of open space and recreation. By the time this <br />occurs, the mining will be completed. The present character of <br />Brighton Road indicates the frontage along the east side will <br />remain Agriculture. our proposed changes will not impact future <br />uses in the area and will assure that at ease some of the E-470 <br />frontage will remain private open space and wildlife area. <br />6 <br />
