1 <br />' CASH 1171NE /GOLD HILL J\71LL <br /> GOLD HILL, COLORADO <br />' TAILINGS POND EXPANSION AND SITE DEVELOPMENT <br /> DESIGN REPORT <br />' <br /> 1.0 INTRODUCTION <br />' ITEC Environmental Inc. (ITEC) is planning the revitalization of the existing Gold Hill Mill facility, <br />located near the community of Gold Hill, approximately nine miles west of Boulder in the Gold Hill mining <br />' district, Boulder County, Colorado, in order to facilitate reprocessing of waste rock accumulated at the Cash <br />Mine, near the mill. The first phase of site redevelopment for the project, which is intended to provide <br />interim capacity for start-up activities, will involve: <br />• Constriction of an upstream raise on the existing tailings impoundment embankment to increase <br />the crest elevation by approximately 12 feet and increase the capacity of the impoundment by <br />' approximately 10,150 cubic yards (cy), such that the facility will accommodate approximately <br />13,500 tons of additional tailings; <br />1 Development of an ore staging area adjacent to the mill to accommodate approximately 45,000 tons <br />of ore and allow year-round operation of the facility without the need to haul ore from the mine site <br />[o [he mill during winter months; and <br />' Construction of appropriate stormwater interceptor/collection/diversion ditches and ancillary works. <br />' The Phase 1 components of the project will be constructed and operated under the provisions of the <br />existing permit for the Gold Hill Mill, as amended by a Technical Revision addressing the specific <br />components of the proposed site redevelopment. Construction of the Phase 1 redevelopment components <br />t is scheduled to begin during August, 1998 and be completed by the end of September, 1998. <br />Subsequent phases of the project will include construction of 1) a larger tailings impoundment to <br />accommodate full-scale production; 2) a process water storage impoundment; 3) upgrading of the haul road <br />from the Cash Mine site [o [he Mill; and 4) relocation of the access road across the northern region of the <br />' operations area to accommodate development of the ore storage area and process water pond. Components <br />of subsequent phases of the project will be constructed either under the provisions of existing permits, <br />amended as necessary by Technical Revisions, or under newly acquired permits. <br />1 1.1 Purpose and Scope of the Design Report <br />' McCulley, Frick & Gilman, Inc. (MFG) was retained by ITEC to provide consulting services in <br />connection with certain aspects of the project, including planning and engineering design of the site <br />redevelopment works; technical support related to permitting issues; and groundwater monitoring. This <br />Design Report addresses 1) the conduct and findings of a focused site investigation to establish pertinent <br />soils/tailings characteristics and subsurface foundation conditions in the project area and to identify potential <br /> <br />1 <br />
