approved by the Division before any future reclamation monitoring is conducted
on these sites or mitigation measures taken to address this issue to ensure that
the apparent species diversity deficiencies are actually applicable to these areas
and not to some artificial standard that has no bearing on the conditions found
at this site.
According to the revegetation monitoring schedule in the Southfield Mine
permit, each reclaimed site is to be sampled during years 4, 7, 9 and 10. This
means that the 1983 site should be sampled during 1992, which corresponds
to nine growing seasons since this site was seeded. Sampling to be conducted
at this time should be completed to sample adequacy for all of the proposed
parameters. Specifically the issue of shrub density should be resolved and
adequate samples taken to clearly determine whether or not deficiencies in
shrubs occur on the 1983 reclaimed site.
With a revised species diversity standard and adequate shrub density
monitoring data in hand, if it is determined that inadequate shrubs or plant
species diversity are associated with these reclaimed areas then an appropriate
Shrub Density/Species Diversity Mitigation Plan should be prepared to address
this deficiency.
16
