The submittal was very well organized with very useful graphs and an <br />excellent narrative that provided a historic perspective and a cogent analysis <br />of the data. Such a report is easy for the Division to review and to compare <br />against the approved hydrologic monitoring plan. <br />During our review, a number of concerns were identified as addressed below. <br />Some of these concerns were previously discussed with you during a telephone <br />conversation with Ms. Cathy Begej. Also, as addressed below the Division <br />believes some changes should be made to the approved plan based upon results <br />of the AHR. As addressed in the regulations, specifically Rule 1.04(136), <br />such changes should be submitted as a technical revision application. I have <br />included a revision application form for your execution when submitting this <br />revision application. <br />1. The approved surface water monitoring plan specifies field parameters <br />will be monitored seven times a year, However, the required monitoring <br />is regularly being performed only six times. As obtaining this <br />information during all periods when the water is not frozen is important, <br />P 8 M needs to ensure that monitoring occurs seven times annually. <br />The approved surface water plan specifies that continuous flow monitoring <br />for the Kol1 ditch flume, for site TR-a, and for the Homestead ditch <br />diversion will be performed for six months of the year. Submitted data <br />averaged monthly flow from the charts an average of five months per year <br />during the last five years. P & M needs to ensure that data is collected <br />for the entire six month period. While average monthly flow data <br />provides seasonal information, the Division also needs to know <br />instantaneous flow information in conjunction with water quality data. <br />Please provide instantaneous flow values with all surface water quality <br />samples. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
