The CDMG approved HGOC's request to discontinue
hydrologic monitoring at the Hayden Gulch Mute in a letter dated June 29, 1999. A copy of the letter
is found in Exhibit 1.
As pan of their mid-term review, CDMG requested that HGCC update the hydrologic monitoring
plan. The request was made to assure compliance with Section 2.05.6(3)(iv). In their response to
CDMG's request, HGCC indicated that a hydrologic monitoring program u no longer needed at the
Hayden Gulch Mme. The technical basis for the cessation of the monitoring program u as follows.
"The Divsion stated in the permanent impoundment determination that the rrrtnrcovg data
orGmm a nvd in grerluy tltxt wll Ee srar<dde for lrratcrk and xaildlrfe rag and wll carply tritli NPDES
luritati[aa, ClY/QC~Ettsicswfa¢7autersrardards, and CWQG~urstrazmsmrdrr~s. In addition, the
Division concluded Jazt disdw>be fron crparrrrLrer~ xrill not rase rrutrrial darra~e m erumg a fukrre
eeaur saers dorvatn3rrrt.. The Division also concluded that Sedimentation Ponds 003 and HG
8 are ro lager psrt cf a true se~mrrr< ®ard plats lsa are uaterag P~ for 7rildllfe and lrrsrtoF. "
Finally, the Division concluded as part of the bond release findings that HGOC no longer
needs to conduct water monitoring activities at the Hayden Gulch Mme because runoff from
the mine has not resulted in an adverse impact to the hydrologic balance, will not impact
existing or future downstream users, and HGOC has successfully met.all requiremenu of the
Act and regulations.
These findings were used as the basis to petition the ®PHE that there was no longer a need to
conduct ®PS monitoring of the two sedimentation ponds. HGCC submitted a request to the
CDPHE to discontinue the CDPS monitoring requirements for the two sedimentation ponds on
September 10, 1999. The CDPHE approved HGOCs request de-activating the CDPS permit in a
letter dated October 29, 1999. A copy of ®PHE's approval to de-activate the CDPS permit u
included as Exhibit 2.
Because both the CDMG and the CDPHE have relieved HGOC of all surface water monitoring
requirements at the Hayden Gulch Mme, there was no hydrologic monitoring at the mine during
calendaz yeaz 2000.
3.2 GROUNDWATER MONITORING
As part of the Phase II/Phase III bond release application, HCGG requested that groundwater
monitoring at the Hayden Gulch Mme be ducontinued and all monitoring wells abandoned. In the
Bond Release Inspection Report dated July 8, 1998, the CDMG indicated that HGOC could
discontinue the groundwater monitoring program and abandon all monitoring wells at the site. In
accordance with the CDMG's direction, HGOC abandoned the nine mine site monitoring wells
during October 1998. The well abandonment repons were transmitted to the CDMG on October 16,
1998.
Consequently, HGCC no longer conducu groundwater monitoring activities at the Hayden Gulch
Mine.
MoragsrsyWaem •P.Q Bat 774018 •SmalLauSprvg, Calmmb80477 •(970f 8796760
v~nmie Counu,...tp~vn,nm~„r,tp.
vin,,.`
