Hybu~ozv Repon • Pn,~e ! <br />1.0 INTRODUCTION <br />The 2000 Annual Reclamation and Hydrology Repon includes reclamation and hydrologic monitoring <br />data for the 2000 calendar yeaz from HG Coal Company7s (HGOC) Hayden Gulch Mine, Permit No. <br />G80-003. The reclamation data is submitted [o fulfill the requirements of Rule 2.04.13. <br />J Iirstorically, HGCC has been required to collect hydrologic monitoring data for surface water and <br />groundwater according to the requirements of the Muting and Reclamation Permit. In addition to the <br />Colorado Division of Minerals and Geology (CDMG) Perrtut-required surface water and groundwater <br />monitoring, HGC~ has monitored sediment pond discharges at the mine site under a Colorado <br />J Discharge Permit System (COPS) permit issued by the Colorado Department of Pubhc Health and <br />J Environment (®PHE). <br />l The ®MG approved a Phase II/Phase III bond release request in July 1999. The Phase II/Phase <br />J III bond release reduced the permitted acres from 1269 to 8.9 acres. The "revised" pemut boundary <br />is shown on Figure 1. As part of the Phase II/Phase III bond release findings, the CDMG indicated <br />-~ that hydrologic monitoring was no longer necessary. Consequently, HGOC requested perrnission to <br />discontinue the CDMG Permit-required hydrologic monitonng program In a letter dated June 29, <br />1999, the CDMG approved HGOCs request to discontinue the hydrologic monitoring program at the <br />J Hayden Gulch Mme. This decision eliminated stream and spring surface water and groundwater <br />monitoring requirements at the mine site. A copy of CDMG's approval letter to discontinue the <br />hydrologic monitoring program u included as Exhibit 1. <br />l Based upon the CDMG's findings that there was no technical basis for further hydrologic monitoring, <br />J HGCC submitted a request to the ®PHE to discontinue the mP5 monitoring requirements for the <br />two sedimentation ponds. The request to discontinue the COPS monitoring requirements was <br />submitted to the CDPHE on September 10, 1999. The CDPHE approved HGCCs request de- <br />activating the COPS permit in a letter dated October 29, 1999. A copy of CDPHE's approval to de- <br />activate the COPS permit is included as Exhibit 2. <br />Consequently, HGOC u no longer required to condrut hydrologic monitoring at the Hayden Gulch <br />Mme.
