' HayAex GukG Mixe - 2005 Anxual Aerlamatiox Report •Page 3 <br />The earthen slump disturbance area (approximately 0,25 acres) near the former highwall <br />was replanted for herbaceous cover during September 1998. This work was undertaken as <br />part of Minor Revision No. 13 (MR-13), which CDMG approved in May 1998. A letter <br />from CDMG to Mr. Mike Neumann (TerraMatrix), dated May 13, 1998, indicated that <br />this revegetation work would not reinitiate the slump area liability period. The seed <br />mixture used for the 1998 seeding is presented in Exhibit 2 on Table 3. That portion of <br />the slump area parcel that was not disturbed during the stabilization work in 1998 <br />(approximately 0.89 acres) was seeded for herbaceous cover in 1987. This seed mixture is <br />shown of Table 1 of Exhibit 2. <br />In April, 1996, the CDMG issued its proposed decision to approve Technical Revision <br />No. 62 (TR-62). TR-62 revised the shrub density standazd for the reclamation azea to 200 <br />stems per acre, and added three shrub enclosures with an overall shrub density standazd of <br />750 stems per acre. The CDMG noted in a letter of February 20, 1996, that "The <br />additional disturbance in the shrub enhancement areas will be considered restricted <br />transplanting of native species in accordance with Rule 4.15.7(5)." In addition, the <br />CDMG noted "The reclamation Ziability period will be extended for an additional five <br />years from the date of planting in the shrub enhancement areas." During May and June <br />1996, Parcels 003, HG-8 and E were planted with approximately 6,388 woody stems <br />consisting of willow, dogwood, cottonwood, Woods rose, currantberry, buffaloberry, <br />chokecherry, serviceberry, fendlera, Douglas hawthorn, snowberry, cinquefoil, and <br />shrubby cinquefoil. In addition, approximately 1,200 Gambel's oak acorns were planted. <br />In 1997, an additional 930 currantberry and 578 Woods rose were planted to supplement <br />the stem counts in the Parcel E and HG-8 shrub areas. <br />Woody stem counts of the three shrub enclosures were conducted in 1997, 1998, 1999, <br />2001, 2002, 2003 and 2004. The shrub density in the parcels was greater than 500 stems <br />per acre during each yeaz. <br />' 2.2 2005 VEGETATION MONITORING <br />Quantitative sampling of the permit azea was undertaken in August 2005 by ESCO Associates, <br />Inc. to document successful establishment of revegetation in accordance with Rule 4.15.7. A <br />vegetation sampling plan was submitted to the CDMG in July, 2004 and approved prior to <br />initiation of the 2004 field work. The sampling plan is presented in Exhibit 3. <br />A summary of the 2005 data, which is the second yeaz (yeaz 10) of two years of data for fmal <br />reclamation, is summarized below. Results of the 2005 vegetation sampling aze presented in <br />Exhibit 4. <br />2.2,1 Cover <br />The performance standard for total herbaceous cover is 90 percent of the reference area sample <br />mean (47.8 percent).
