<br />The Division's request for additional freeboard is more <br />appropriately linked with the timing of construction fior the <br />Phase II, Raise 2 lift rather than the construction of the <br />Phase II, Raise 1 lift. BMRI believes that Dave Hallman's <br />technical responses showing that the approved freeboard is <br />satisfactory will fully answer the Division's concerns. <br />However, if the Division is to require any additional <br />information concerning this issue, BMRI requests that the <br />construction of the Phase II, Raise 1 not be delayed. With <br />the construction of Raise 1, the tailings beach elevation <br />will be below the Division's proposed freeboard requirement <br />for over two years. <br />All construction activities (earthwork and liner <br />installation) are taking place under the third party <br />inspection and verification of Dave Hallman, P.E. of Steffen <br />Robertson and Kirsten. Placement of the first ten ft of <br />embankment fill was completed on September 11. <br />Installation of the composite liner is proceeding. The <br />liner system is being extended to the 8620' which is the <br />ultimate elevation of the facility. Installation of the <br />liner to the 8620' minimizes the amount of extrusion oX <br />bead-type welding needed to complete the project. Also, <br />completing the liner system allows for single handling of <br />the clay from the borrow pit which is located within the <br />permitted disturbance for the South Waste Rock Area. ~s the <br />South Waste Rock Area will be our primary waste dump <br />beginning early in 1994, completing the system now <br />eliminates the need for additional disturbance with a <br />temporary clay stockpile. <br />Survey results for the consolidation markers will be <br />submitted to the Division.
