Energy Fuels Coal, Inc. <br />Southfield Mine <br />1999 ANNUAL RECLAMATION REPORT <br />Introduction <br />The Annual Reclamation Report documents all permanent reclamation activities conducted by <br />Energy Fuels Coal, Inc (EFCp at the Southfield Mine during the 1999 calendaz year. EFCI <br />actively mined and processed coal during the reporting period. This report includes text, <br />discussion, and maps, in accordance with the requirements of Rule 2.04.13. In addition, the <br />Division's Annual Reclamation Report form is completed and attached hereto. <br />Disturbed Backfilled. and Toosoiled Areas <br />No additional auras were disturbed during the reporting period. Any further disturbance will be <br />for possible expansion of the refuse disposal area. <br />No backfilling was performed during the reporting period. Any backfilling operations are <br />anticipated to commence following closure of the mine. <br />Seeded or Planted Areas <br />Seeding was performed at the Mine Site and Loadout areas during the reporting period, as <br />described below. <br />At the Loadout azea, EFCI drill seeded 13.6 acres to improve the vegetation cover. The <br />reseeded azea, previously seeded in I997, is shown on attached Figure 2, Loadout Area. This <br />seeding was performed using the approved seed mixture, shown on Table 2, and drill seed rate. <br />At the Mine Site, the portion of the refuse pile reclaimed in 1998 was seeded and mulched. The <br />seeded area covered the 2.9 acres of soil cover placed in 1989, and a portion of adjacent <br />previously seeded areas for a total of 4.1 acres. This seeded area is shown on attached Figure 1, <br />Refuse Disposal Area. All seeding. and mulching was performed with the approved seed mixture, <br />shown on Table 2, and approved seed and mulch rates. <br />Current and Previous Rev@getated Areas <br />All previously revegetated areas are shown on the attached 1999 Annual Reclamation Report <br />maps for the Loadout Area (Figure 3) and Refuse Disposal Area (Figure 1). Previously <br />revegetated areas on the refuse pile exhibit good growth and are effectively controlling erosion. <br />At the loadout azea the perrmanent vegetation establishment is improving as the amount of <br />annuals are decreasing. <br />
