-,, September 4, 1981 <br />Page 2. <br />Smooth and grade ground surface to collector drain, <br />includes filling in existing ponds. <br />Construct drain system, and <br />Initiate placement of refuse on prepared surface. <br />Once the above is achieved, the placement of refuse material will proceed <br />from the north to the south with lift thickness less than 24 inches and <br />compacted to at least 90% of the maximum density determined using T-99. <br />However, the pile will be developed in two stages until the top of the <br />pile is raised 10-15 feet from the prepared surface elevation. The <br />southern half of the pile will be developed first, then the northern half <br />of the pile will be developed. Once the northern half of the pile is <br />brought up to the same elevation as the southern half, placement of <br />material in each lift will be initiated at the north end of the pile and <br />proceed to the south until completion of the ]if t. Existing topsoil, <br />topsoil stockpiles, and overburden will be moved and graded as dictated <br />by construction activities. <br />1'The analyses of .the refuse material being placed in the pile indicate that <br />no severe toxicity problems should be expected. during the development of <br />•the pile.. Therefore, 6-12 inches of topsoil will be placed over 'the suri~ace <br />i of the refuse material and revegated as per the plan specified in the: <br />February 10, 1981 submission. Empire Energy will continue to analyze the <br />"refuse material on a semi-annual basis, and if the chemical character of <br />the refuse material changes into a toxic or acid-forming one, then the <br />appropriate steps will be taken to investigate its impact on the reclama- <br />tion activities and amend the reclamation plan as necessary. <br />The above is a summary of the plans contained in the attached CTL/Thompson <br />report. This report should be incorporated into Appendix IV-5 and re- <br />places the design specified in previous CTL/Thompson's reports. The <br />back-up calculations for the static safety factor contained in the previous <br />CTL/Thompson reports are incorporated into the current report by reference. <br />The approved plan called for a sediment pond on the southwest side of the <br />pile, however, due to actual field conditions (i.e., grade), this pond <br />could not be installed. Instead an irregular shaped pond was placed at <br />the southern end of the pile. Due to seepage concerns, this pond will be <br />eliminated and all of the drainage from this area will tie routed to Pond <br />HR-Pl. Leonard Rice Consulting Water Engineers reviewed the design of the <br />pond, both from-3a~supplied by Empire and a field investigation, and <br />have advised that pond HR-Pl is adequate to handle the drainage from this <br />area in addition to the area presently draining into the pond.
