OF NAfURAI kE~UURC ES <br />Mr. Keith Kirk <br />Office of Surface Mining <br />Brooks Towers <br />1020 15th Street <br />Denver, Colorado 80202 <br />As per our discussion on the above-referenced matter, Empire Energy <br />through this letter requests a minor revision to the approved refuse <br />disposal pile plan contained in its current permit. The details of <br />the revision will be outlined below. <br />The basic construction plan for the refuse pile remains the same as <br />originally approved. n = vi-~,~cente.rs,;,und -the drain system toR• <br />e.const~r•u~cted;..vth'e; amou of non-toxic overburden.to be.placed-'on=the <br />~p~i'le, ehd the sediment control system for the pile. The firms of <br />CTL/Thompson, Inc. and Leonard Rice Consulting lJater Engineers, Inc. <br />have developed plans for the pile drainage system and the sediment <br />control system. <br />In' regards to the drainage system for the refuse pile,"the internal drain <br />v~iill be eliminated and replaced with a sub-surface collector drain at' <br />the toe of the southern end of the pile. Please refer to the attached <br />drawing for the construction plans for the location of the drain. In <br />order to construct the collector drain system, the ground will be prepared <br />as per the configuration exhibited in the waste bank crass-section. In <br />order to prepare the ground surface as shown on the cross-section, the <br />following steps must be taken: <br />1. Remove remaining topsoil and topsoil stockpiles. <br />2.
