13.3.3 COMPLIANCE WITH CRITERIA FOR OFF-SITE DOSE <br />LIMITATIONS <br />13.3.3.1 The licensee shall conduct operations in such a manner as to <br />provide reasonable assurance that the annual radiation dose <br />equivalent of 25 millirems to the whole body, 75 millirems to <br />the thyroid, and 25 millirems to any other organ of any member <br />of the public is not exceeded as the result of exposures to <br />planned discharges of radioactive materials, radon and its <br />progeny excepted, to the general environment. <br />13.3.3.2 Dose evaluation using site specific input parameters shall be <br />completed using procedures delineated in the Procedures Manual <br />required by LC 11.1.8. The tables are referenced in L~; 11.1.4 <br />to allow rapid dose calculational assessment of enviroimental <br />monitoring data for all pathways. <br />13.3.3.3 This license condition incorporates by reference the <br />requirements of 40 CFR 190 as in effect at the time of <br />licensure, to the extent they are more stringent than :L3.3.3.1. <br />13.3.3.4 Sources Other Than Authorized By This License <br />The licensee's compliance assessment shall refer to details of <br />regional natural radiation background and of radiation dose <br />commitments from past and/or present uranium fuel cycle <br />operations within a 3 mile (5 km) radius which have contrib- <br />uted or could contribute to radiation dose commitments above <br />that of natural radiation background. <br />13.3.3.5 The licensee's compliance assessment shall include an up-to-date <br />Inventory of off site sources, including mine waste dumps and <br />subore storage piles in the area. The inventory shall include a <br />detailed topographic map locating all sources within 3 miles <br />(5 km) of the restricted area boundary, and also provide to the <br />extent available the area, height above ground surface, and <br />average ore grade for each source. <br />13.3.4 CONTAINMENT OPERATION AND MONITORING <br />13.3.4.1 Supervision <br />The containment systems shall be operated by persons trained and <br />under the supervision of a qualified scientist or engineer. <br />-13- <br />
