Three <br />spreading factors were considered, and each factor was rated with 1, 2 or 3 points. These <br />factors included the presence of water capable of carrying seed to new locations, the <br />potential to spread by wind or gravity (i.e., steep slopes), and the potential to spread by <br />vehicular traffic or mine operations (i.e., application of organic amendments, earth <br />movement, etc.}. <br />• Ability to Control <br />A three-point system was used to rate the ease of control at infested locations. Sites <br />where control can be easily implemented were rated 3. Sites where either water <br />resources (i.e., lentic or lotic water bodies) or desirable broad leaf plant species aze <br />present that represent impediments to expeditious control and require additional care in <br />implementation of eradication measures were rated 2. Infested sites where both water <br />and broadleaf plants were present were rated 1.
