The onl}' additional reclamation activities completed during <br />2003 were the projects listed in the previous section and final revegetation seeding as described in <br />the following section. <br />2.0 SEEDED OR PLANTED AREAS AND REVEGETATION MONITORING <br />A large portion of the coal refuse disposal area was seeded to the permanent mixture as part of <br />ongoing progressive reclamation efforts. During the reporting period, permanent revegetation <br />seeding was completed for Mine disturbance areas previously stabilized (early 2003) through cover <br />crop seedings. Areas seeded to the permanent revegetation seed mixture include the mine facilities <br />areas, remaining portions of refuse disposal area, Ponds 1, 2, and 3, roads and ancillary facilities <br />areas, the Corley Well site, the Monarch Fan site, and a portion of the North Well road. <br />The Loadout Area was seeded to the permanent revegetation seed mixture in 1997. Poor initial <br />vegetative establishment resulted in the decision to reseed the entire Loadout Area in 1999. <br />Limited topsoil availability and extended drought conditions have hindered effective vegetative <br />reestablishment in the Southfield Loadout area. Through ongoing discussions with the DMG, <br />limited inter-seeding (25 percent) of the reclaimed Loadout areas was approved by the DMG, <br />with the understanding that this limited work would not affect the Curren[ reclamation liability <br />schedule {10-year period initiated by secondary seeding in 1999). <br />Previousl}' xevegetated areas are shown on Map 1, Southfield Reclamation Map. Previously <br />revegetated areas on the refuse pile and in the Loadout Area show effective establishment, <br />although annual growth was limited due to drought conditions. Existing vegetation appears to be <br />providing effective erosion control. No revegetation monitoring was conducted during the <br />reporting report. <br />3.0 ROADS AND FACILITIES <br />Based on the results of sampling in the former fueling area, there was some indication of deeper <br />soil contamination. In order to address this concern, EFCI conducted additional deep soil <br />sampling for hydrocarbons, excavated any areas where sampling indicated residual soils <br />contamination, removed any contaminated soils materials for off-site disposal, and backfilled and <br />reclaimed the excavated area. Consistent with applicable Count}' regulations for abandonment of <br />septic s}'stems, EFCI sampled the existing septic tank for an}' hydrocarbons, excavated and flushed <br />(pump, rinse, and pump rinse water) the tank consistent with County requirements, then crushed <br />and buried the tank, and reclaimed the associated disturbance area. <br />
