Mr. Dick Gamewell
June 22, 1982
Page - Four -
Cotter and is located upstream from the ore sorter and water treatment
plant. The two remining wells, Numbers 31260 and 22212 are located in
a different hydrologic regime.
Division of Water Resources (October 20, 1981)
Comment No. 1 - "No information has been submitted concerning the ground
water occurrence or monitoring. Since ground water was encountered in
test holes, monitoring should be required. We would suggest a shallow
monitoring well on the southwest side of Ralston Creek downstream of
the ore sorter and treated water discharge."
Response to Comment No. 1 - Cotter has committed to collecting quarterly
samples at the three wells located onsite, down gradient from the water
treatment discharge. It should be noted that the basis for inonit~~ring
these wells has nothing to do with the fact that the wells encountered
water; in fact, it is not surprising that they encountered water since
the perforated interval of each well is in the Ralston Creek alluvium.
The wells will be monitored in conjunction with creek monitoring 3s a
means of assuring that anomalous concentrations of radionuclides, if
any, do not go undetected.
Comment No. 2 - "Our records indicate a total of five permitted o-,alls
in the vicinity of the site in sections 25 and 31. The applicant should
locate these wells and perhaps monitor any downstream wells."
Response to Comment No. 2 - Referring to Cotter's response to Coinnent
No. 1 from the Division of Water Resources' October 21, 1981 letter,
none of the wells cited by the Division of Water Resources are daNn-
stream (down gradient) of the site.
Comment No. 3 - "In order to prevent washing of radioactive fines into
Ralston Creek, a low berm should be constructed between the waste pile
and Ralston Creek."
Response to Comment No. 3 - All rock processed by the ore sorter is
washed free of fines. None of the ore sorter waste rock is covered
~•,ith fines. All fines from the ore sorter wash water circuit are
passed through a thickener and a drum filter and trucked to Cotter's
Canon City mill for disposal.
Comment No. 4 - "To prevent washing of fines into Ralston Creek or
Ralston Reservoir from the Ore Shipment Pad, a low berm sViould be con-
structed around the pad. Covering of the ore piles should be considered
to eliminate wind blown dust from entering the Creek or Reservoir."
