Photographs taken oa this date of the stripped areas and the buttress excavation are shown <br />in Appendix A. <br />A[ [he time of our last visit on Mazch 4, 1996, [be contractor had completed the installation of the toe <br />drain and had completed the stripping of the topsoil from the entire refuse pile. Approximately 750 <br />lineal feet of toe drain had been installed south of the 2nd outlet drain. Photographs taken of the <br />completed toe drain on this date are shown in Appeudix A. <br />Based on our observations and part-time inspections made [o [his date, we believe that the refuse pile <br />had been adequately stripped of topsoil. It appeared that 18 [0 24 inches of topsoil had been removed <br />from the site and the sails exposed in the base of the excavations generally consisted of clays and clay <br />fill materials with bedrock fragments. We did not observe any groundwater seepage in the stripped <br />areas. In addition, we did not observe any signs of unstable slopes in these areas. <br />The uphill slope of the buttress excavations were constructed from a 2 (horizontal) : 1 (vertical) to a 1 <br />(horizontal) : 1 (vertical) configuration. The drainage rock for the toe drain was placed in a triangular <br />configuration which ranged from 7 to 8 feet in width and approximately 30 inches in height over a layer <br />of fd[er fabric. The drainage rock was also wrapped with the filter fabric. Based oa our observations, <br />we believe that the buttress excavation, toe drain and outlet drains were constructed in general <br />accordance with the project plans. <br />It should also be noted that we have observed the placement of the waste coal materials in the refuse <br />pile during our visits to the site. The contractor has been stockpiling the waste coal materials for [he <br />last several months in end-dumped stockpiles so that the materials could dry. They did not attempt to <br />compact any of the waste coal materials; therefore, no compaction tests have been taken. I[ is our <br />understanding that the contractor will start to spread and compact the waste coal materials later [his <br />spring. <br />This report fu ds the quarterly inspection requirements for the first quarter of 1996 as specified by <br />Rules 4.09.1( )(a) and 4.10.2(2)(a).
