Box AA <br />Hayden, CO 81639 <br />Attn: Mr. Dave Zehner <br />Job No. 95-2533 <br />~il ~I~I~~il~l~~~~f~ <br />As requested, Northwest Colorado Cotssultants, Iuc. visited the project site on January 8, 11, 12, <br />February 14 and March 4, 1996 to observe and inspect the toe drain, outlet drains and toe buttress <br />excavation being installed for [he Refuse Pile and to observe the topsoil stripping operations. <br />At the time of our visit on January 8, 1996, the contractor, Precision Excavating, was in the process of <br />stripping topsoil from [he south central portion of [he refuse pile. The limits of the areas which had <br />been stripped of topsoil are shown in Figure #1. The contractor was also in the process of extending <br />the toe drain south of the 1st outlet drain. The contractor had placed approximately 150 lineal feet of <br />toe drain to the south of [he outlet drain and was in the process of extending [he buttress excavation to <br />the south. Photographs taken on this date of [he drain construction and buttress excavation are shown <br />in Appendix A. <br />At [he time of our visits on January 11 and 12 the contractor, had completed an additional <br />approximately 600 lineal fee[ of toe buttress excavation and had installed the toe drain. In addition, <br />they had installed the second outlet drain at [his point. The outlet drain was approximately 150 feet in <br />length, 3 1/2 feet in width and ranged from 3 to 4 feet in depth. The drain consisted of free draining <br />gravels which were wrapped with drainage fabric, MiraF 140N. The contractor was continuing [o strip <br />topsoil from [he southwestern portion of [he refuse pile at the approximate locations shown on Figure <br />#1. Photographs of the outlet drain and topsoil stripping operations taken on these dates, are shown in <br />Appendix A. <br />At [he time of our visit on February 14, 1996, i[ appeared that the contractor had nearly completed the <br />topsoil stripping. The contractor was not stripping topsail at the time of our 4751[ and we were <br />informed that [hey were stripping [he topsoil at night due [o [he very muddy conditions at [he site, <br />related [o the melting snow. The contractor had also completed [he installation of approximately 100 <br />lineal feet of toe drain south of the 2nd outlet drain.
