Possible reasons for the <br />high oil and grease level are: <br />1. Runoff <br />The Colorado Highway Department is currently working on a highway <br />expansion project through this area. It 1s possible that oil and <br />grease from their equipment entered one of our diversion ditches <br />and then entered the pond via precipitation. We have experienced <br />increased siltation 1n our ditches and have had to increase ditch <br />maintenance since the Highway Department began working in the area. <br />2. Improper Sampling or Analytical Methods <br />It is also possible, though perhaps less likely, that the sample <br />results are 1n error. We have checked with the environmental <br />Inspector at that mine who is sure that there was no visible sheen <br />on the surface of the pond when the water was discharged. It 1s <br />unlikely that a 40 mg/1 oil and grease level would not produce a <br />significant sheen. However, the laboratory believes their ana~'Sis <br />is correct. <br />All necessary steps will be taken to assure compliance with permit limits. <br />Visual inspections will be made as specified with samples taken when <br />conditions require. If a sheen is observed the pond will be skimmed prior to <br />discharge. <br />We hope that this letter has addressed your concerns and will be happy to <br />further discuss the matter 1f necessary.
