<br />Mr. Randall Price <br />January 10, 1995 <br />Page 2 <br />3.0 OVERBURDEN STOCKPILE <br />The 720 Pit overburden stockpile (OB-2) was completely eliminated by removal and placement of the <br />stockpiled material in the 720 Pit. No overburden stockpiles now remain at the Kerr Coal Mine. <br />4.0 TOPSOILING AND REVEGETATION <br />The 720 Pit and associated overburden stockpile areas (approximately 141.07 acres) as shown on the <br />1994 Reclamation Map (Map 1) were topsoiled in conjunttion with reclamation activities. Topsoil was <br />placed at an average depth of approximately six inches plus. The topsoil used in reclaiming the 720 Pit <br />area came from Topsoil Stockpiles E-1, E-2, and a portion of E-3. Due to the unresolved issues for Pi[ <br />1 and the possibility that some supplemental backfilling and regrading will be required, Pit 1 <br />(approximately 36.3 acres) was not [opsoiled during 1994. <br />All topsoiled areas were sampled and the samples were analyzed consistent with approved soil <br />suitability verification plans. Elevated sodium values in a small area in the southwest corner of the 720 <br />Pit were addressed by placing a minimum of 4 feet of additional cover material which had previously <br />been identified as suitable material. All topsoiled areas were revegetated using the seed mixture and <br />application rates outlined in the approved reclamation plan. The Pit 1 area and associated topsoil <br />windrows were revegetated using a temporary seed mixture as outlined in the Temporary Stabilization <br />Plan submitted to the DMG in July, 1994 and included with this report as Attachment 1, Temporary <br />Stabilization Plan. <br />5.0 DRAINAGE AND SEDIMENT CONTROL <br />Once regrading was completed in the 720 Pit area, permanent diversions PD-1, and PD-2 were <br />constructed in accordance with the approved reclamation plan and drainage designs. Following the <br />DMG/OSMRE Phase 1 bond release inspection Ditch PD-1 was sligh[ly modified to address DMG <br />concerns and more accurately reflect the approved designs. <br />To limit overland flow and help control surface erosion until vegetation is effectively reestablished <br />contour furrows were constructed on all disturbed slopes in accordance with the approved reclamation <br />plan and [he Temporary Stabilization Plan for Pi[ 1. <br />No new ponds were constructed during 1994. The disturbance area associated with existing ponds and <br />structures is approximately 21.9 acres. <br />6.0 TOPSOIL STOCKPILES <br />Topsoil Stockpiles E-1 and E-2 were eliminated, part of Stockpile E-3 was removed, and the associated <br />disturbance areas were regraded and revegetated (10.22 acres). Approximately 100,000 cY of topsoil <br />remains in stockpile E-3. Stockpile E-3 and the other six remaining topsoil stockpiles as shown on the <br />1994 Reclamation Map (Map 1) cover approximately 7.8 acres.
