The staff feels there is some confusion over <br />what is "interim" reclamation. T17e staff maintains some form of interim <br />or temporary reclamation of exposed, disturbed acreage is necessary. <br />This reclamation is needed to reduce the potential for weed problems, as <br />well as reduce the potential for wind and water erosion. Since the area <br />on the west side of Stage 1 will not be mined for [-6 years,~the staff <br />feels interim reclamation is needed and is not an unnecessary burden to <br />the operator. <br />I <br />The staff disagrees with your assertion that topsoiling is needed. For <br />final reclamation purposes, it has always been and will continue to be <br />the staff's contention that topsoiling is required to sustain a <br />long-lasting, diverse vegetation community. However, for temporary <br />stabilization of a disturbed area that will be redisturbed ate some future <br />date, the staff feels seeding of an area not topsoiled can be <br />accomplished by using certain aggressive species (e.g., sandlbluestem, <br />Indian riceyrass, needle-and-thread). While the stand probably will not <br />meet the performance standards, it will serve well as a cover, crop. <br />The staff recommended seeding the disturbed area for stabilization <br />purposes because we felt this was the least expensive method for interim <br />reclamation purposes. However, if the operator has some other form of <br />interim reclamation, the staff always is receptive to any ~ <br />"state-of-the-art" interi~lt reclamation practices.
