Exhibit 2000.7 "Backfill Sample Location and Backfill Advancement" shows locations of 2000 re- <br />graded spoil sampling. Results of the sample analyses for 4 sample location are included in the <br />2000 ARR. All samples found Boron less than 1 ppm. No problems noted with EC or pH's from <br />any of the samples. This sampling and data reporting fulfill this requirement of the permit. No <br />special spoil mitigation measures need to be enacted for the 2000 re-graded spoil. <br />Western Fuels Colorado will provide topsoil salvage depths in the Annual Report, as well as soil <br />replacement depth information. (Permit page 2.05.4(2)(d)-18) Replaced topsoil will be analyzed for EC, <br />SAR, pH, soil texture, and soil fertility. Samples will be collected on a 465 ft. grid. Results of the <br />sampling program will be included in the Annual Report. (Permit page 2.05.4(2)(d)-18) <br />Exhibit 2000-6 illustrates the location of 5 topsoil samples; SNT000519TA1, SNT000519TA2, <br />SNT000519TA3, SNT000519TA4, SNT000519TA5. Chemical analyses was included in the <br />2000 ARR for these 5 samples for the following pazameters: pH, soluable salts, % Organic <br />Matter, N-NO3, P, K, S, Ca, Mg, Na, Zn, Fe, Mn, Cu, CEC, and includes soil fertility <br />recommendations. The results did not indicate that any of the pazazneters would be found <br />unsuitable for plant growth. Fertility recommendations were included in the report. Results for <br />soil samples, 000428TA1, SNT000412-TA2 and TAl were included in the report but were not <br />included on Exhibit 2000-5. Where were these soil sample locations located? Additional topsoil <br />analyses results were included for areas topsoiled in 1999 according to Exhibit 2000-6. No <br />limiting factors were noted for these soils though the soil texture tends towazds sandiness. <br />Sampling and reporting of sample analyses results fulfills this portion of the permit commitment. <br />Westem fuels Colorado reported the locations that were sprayed for weeds. Locations sprayed are <br />shown on Exhibit 2000-5. Weed species sprayed for are also identified. Westem Fuels Colorado should <br />identify the chemicals used as well as the information provided. <br />Western Fuels Colorado provided information regarding fertilizer application and rates on reclaimed <br />areas throughout the mine. This information is found on Exhibit 2000-9 and 2000-1. Western Fuels <br />needs to report what formulation was applied. The Annual Report provides fertilizer recommendation <br />based upon soil sample analyses, yet the report does not indicate what fertilizer formulation was actually <br />applied. In future reports, this information should be included. <br />This report was submitted 11 days past the report due date as committed to in the permit. The majority <br />of the information required was submitted by the operator in the original report. The Division has <br />included comments regazding additional information that is needed to be included in the report. Westem <br />Fuels-Colorado should include the additional information in subsequent annual reclamation reports. <br />C:/jhb/team/New Horizon/2000 ARR.doc <br />
