• Cover in the 1995 Reclaimed Area (Figure 1) averaged (as adjusted for firsUall hits) 42.5 percent <br />"all-hit" cover, which exceeded 90 percent of the performance standard (31.3 percent, see below). <br />Relative annual and biennial cover observed in 1999 totaled 12.9 percent, somewhat exceeding <br />the 10 percent limit that would apply to areas in which Phase II bond release was being sought. <br />The average value for "all hit" cover in the 1997 Reclamation Area (Figure 1) was, as adjusted for <br />firsUall hits, 29.8 percent, which was below the 31.3 percent level. However, the confidence limit <br />approximating the effects of a "t" test reached above that level (Figure 1), so the cover level <br />would have, by a small amount, met the cover standard for Phase II bond release. This substantially exceeded 90 percent of the performance standard <br />(948 Ib/ac). No alfalfa was encountered during production sampling. Overabundance of this <br />species is not a problem in the 1995 reclamation. <br />1997 reclaimed area data (Figure 2, Tables 5 and 13) showed that average herbaceous <br />production was 1663 oven-dry pounds per acre which substantially exceeded 90 percent of the <br />performance standard (948 Ib/ac).
