Please note that we separated the data by reclamation yeaz for the purpose of monitoring interest. <br />Monitoring for bond release would not sepazate the reclamation aeeas by year, rather, all areas would be <br />combined together as one potential sampling block and randomly sampled. <br />C. WOODY PLANT DENSITY <br />During 1996 a comprehensive review of woody plant establishment was conducted. The results, <br />c~rcnmamed in Exhibit 5 along with the positive results found within the elk exclosures, show the severe <br />impact that local wintering elk populations have had on the establishment of woody plants. Because of <br />this severe impact from Elk it is evident that alternatives to the establishment of woody plants is <br />warranted. The good news is that cleazly, based upon our observations of wildlife use on the reclaimed <br />areas, va]uable wildlife habitat has indeed been reestablished on reclaimed lands. <br />Colowyo has initiated discussions with the DOW, BLM and CDMG to get beyond the notion that the <br />establishment of woody plants is the only measure of wildlife habitat enhancement. Colowyo is <br />• developing alternatives to conduct oftsite habitat improvement projects as a more effective means of <br />providing enhanced wildlife habitat. <br /> <br />11 <br />
